"Mob Town"

The city is controlled by several organized (and disorganized) crime families that via for control on the streets.  The Police struggle to maintain a hold as corruption and greed seeps into their ranks.  Only the Heros that patrol the streets are able to stem the tide that is poised to take the streets.
